My computer currently is not showing any video output, my monitor just states "No Signal." I thought at first it was the video card so I decided to install the old one to give that a try. With the other video card installed it still did not work; I than tried changing cables and tried changing monitors. Both of these did not work. I am wondering what is the problem, and what I should foucus on to fix the problem?

OK this is to the previoius posters who attempted to answer this question. Tommy has stated quite clearly in his question that he has NO video display signal coming from the computer. Therefore He cannot see the BIOS settings to check them. He cannot see a web page to download anything like a video driver or anything that requires him to interact with the computer for that matter.

If this video card is AGP or PCI or PCIE for that matter and you have no display even after changing cards, monitors and cables then it sounds like you are having an issue with your motherboard. Does the computer seem to boot otherwise? Can you hear sound from the speakers like the windows startup sound? Is there a system beep when you first turn the power on?. If you answered No to any of these or all of these than you have a bad motherboard or a corrupt BIOS configuration.

If you know the manufacturer and model number of your motherboard or have the literature for it, go to their website or look in the literature for the instructions on how to reset the BIOS. This usually is done by moving a jumper on the mother board from one set of pins to another set of poins for a few seconds then back again. When doing this the computer must be UNPLUGGED from power or you may cause more damage. The jumper is generally located in the lower half of the motherboard near the front of the tower near a button cell battery. If you cannot find the proper instructions for resetting the BIOS using the jumper then locate and remove the CMOS battery for about 10 to 30 seconds. The CMOS battery is usually a silver button cell that looks like a large watch battery. After leaving the battery out for a bit replace it and reassemble your PC tower. Plug it back in and then try to boot it. Hopefully reseting the BIOS will work. If this fixes the problem and you have video, you will need to enter the BIOS setup and set the date and time as removing the battery clears all of the settings stored in the CMOS. If you still have no video then you should look into replacing your motherboard or buying a new PC.

You did not state if you use an AGP Video Card or PCI, check your bios and see if video is disabled (or AGP is turned off if you have an AGP card)
