Because it's a well known fact that most fun things are either unhealthy for you or illegal ...
Setting off fireworks is illegal ...
Robbing a bank is illegal ....
Driving down the street blindfolded is illegal ...

Works the same way here. I think the firework industry and the cops are working together. The firework people sell the fireworks, then, when you try to shoot them, the cops come, take up the fireworks, fine you, then give the fireworks back to the company. Then, they split the profits 50/50. And they would've gotten away for it too, if it weren't for us meddling kids...

here, some fireworks are illegal some are not... but then people buy the illegal ones, because it's nicer than the legal one ;-)

I live in Texas and they can't sell or use them in the city limits. We can fire them in designated areas outside the city limits though. But people still do it. lol

Because when you buy them here you have to promise to take them out of state within 48 hours (haha).
