If she really loved you and wanted to marry you, than there would be no other guy. He wouldn't even be in the picture. She doesn't want to marry you for the right reasons. You really need to think this through. If she really loved you, she would just be with you and no body else. There is a reason she is hanging onto this guy and only she knows what it is. I would back off. If you choose a woman to be your wife, you deserve to be the only man in her life. You deserve so much better than that. Don't ever settle for anything less.

Just because she says it doesn't mean it's true.
For all you know she's telling the other guy the same thing.
She's already cheating on you. Even before you're married. Why would you marry someone like that?
She wants to keep her options open.
Walk away. That's my advice. Don't let her rip your heart apart and turn your life upside down.

Why is she is involved with another guy, and how - i.e, by child, physically, do they live together? Depends on how she is involved with another guy and why. It really comes down to you - what if it never changes, are you ok with the way it is? If she is in fact cheating on this other guy to be with you - what makes you think she wouldn't do it to you?

No. She doesn't. It's possible shes using you. Tread carefully.
You don't mention how long you have been seeing her but my best guess would be shes stringing you along for some reason.
Maybe as a fall back, maybe to make her current flame jealous.....the possibilities are numerous.
