What is another way to write 3 /^12?

What you have written is meaningless. Perhaps you meant 3/x^12. If so, another way to write it would be 3x^-12.

You can also write 3^12 as 9^6, 27^4, 81^3, 729^2, or 531441^1. These are just the way of writing the same number as a positive integer to a positive integer power. You have four more if you allow negative integer bases. And infinitely many more if you allow only integer bases but fractional powers.

If instead you mean 3√12, this can also be written as 6√3 - the preferred way - or as 2√27 or as √108.

It simply isn't clear what the /^ notation is supposed to mean or what restrictions, if any, are are implied by writing this number in "another way."

3 divided by the power of 12. but what are you dividing the 3 by before you power it to 12?

The square root of 12 is the same as the square root of (4 x 3), which is the same as the square root of 4 times the square root of 3. The square root of 4 is 2. So 3 times the square root of 12 is the same as 3 times 2 times the square root of 3.
