Go to an Indian or Asian supermarket and buy dried stuff, that's what I do for college. Get a big sack of rice (bigger than you think you'll need, and a sack- not a bag) and some lentils, instant noodles (or ordinary ones) and things like that. That way even if you run out of money you'll still have some dried foods and stuff you can cook. If you like spices it'll make it all taste better. Eggs tend to be cheap as well, and delicious. You'll need lots of cooking oil, it's easy to forget. Frozen vegetables too, if you eat them. Steak is tricky, but look for cuts which aren't popular. Often they'll taste just as good. Look for the stuff they sell off cheap in the shops because its expiration date is nearing, and freeze it. You can usually buy big bags of potatoes or lesser-known brands of chips for less than the normal kinds (and much less than they cost cooked), and if you make your own chips they'll taste better. Generally speaking the more difficult something is to make, the cheaper it will be- microwave chips tend to be more expensive than the ones you bake or deep-fry, for example. Get the basics first- enough cheap food to live on for the month, plus salt and anything else you really need. You have roughly $4 per day to live on, so try and buy stuff that costs you less than that in case you run out. Think of everything in meals per dollar. If you buy too much at first and run out of money you're screwed for the last week. If you're very frugal now then for the last week you can spend the rest of the money and not worry about it. Edit: tinned tomatoes are great because you can make almost anything out of them. Cheese tends to be expensive, so shop around or see if you can go without. 2nd edit- my bad, when you said 'chips' I thought you were talking about fries or french fries, since that's what we call them in Ireland. Sorry!
