I'm afraid surgery is the only solution to actually make them smaller.
But there are some bras on the market with a minimizing effect. Look for them in specialised lingerie shops or ask the shop assistant.

Surgery is the only way really. Working out MAY help you lose in the breast, but that's usually if you have a lot of fatty tissue versus dense breast tissue in your breasts.
There is nothing wrong with this surgery. You may have to wait a few years until you are done growing, but this surgery is great and is one of the highest with satisfaction in patients. You could get it covered by insurance due to medical necessity (back pain, other health issues).
Try wearing minimizer bras and very supportive bras.

at 16 you are still growing so I wouldn't think about having any kind of surgery to reduce your breast size, which is about the only option you have. Unless you are overweight in which losing weight might help reduce the size. if you do decide when you get older that breast reduction surgery is for you, you need tot hink long and hard about it. Reducing breast size is much more difficult than enlarging them and can leave unsightly scars.
I hope i helped, take care x

sorry, there is no option besides surgery. However, if you have children in the future and breast feed, they will likely "deflate" after you stop breast feeding. But I don't think it's a desirable appearance.
I think that when you turn 18 you should consider surgery. I have a friend that did it, and she seems very happy with her decision.
Just know that breast reduction surgery might squash any chances of breast feeding in the future.

Well if you're not too skinny already lose weight, it'll probably make your breasts smaller. If not then surgery is probably the only way togo.

Yes you can. You can get a breast reduction, but many doctors won't do this, or won't be able to, because at 16 you're still growing. Most will advise you to wait. You don't stop growing until around 21...for women that is.

Try dieting. Most women complain that when they diet, their breasts reduce in size before they lose weight anywhere else. It's worth a try. Better than surgery.
