There's many reasons:
Example:
1. There trying to be accurate when checking someone out.
2. Training
3. Engaging in conversation to insure customer has not forgot something.
4. Customer complain a lot trying to make the customer happy.
5. try not to get riped off by the customer, by changing price tags, sticking a different item in a box.
6. Big brother is watching.
Most of these examples cut down on theft, returns, giving incorrect change, forgetting to charge for something, etc...
Hope this Helps

Actually I noticed the same thing in Canada - know why? Because there they take the time to talk to customers and wrap up their stuff carefully, rather than just grunting at you, flinging your stuff in a bag and throwing your change at you before attempting to serve the next person before you've moved away...
Personally I'd rather wait for better service.

Ok sweetie, obviously you haven't worked one day in your life in customer service or direct sales. I worked at Sears for 6 months and quit because of people like you.

You may find something else that catches your eye while you are waiting. That would mean more money spent.
