I contend Scooby Doo would. Good public speaking, although not always intelligible, it is always understood. No question about who is Vice President, Shaggy. The mysteries are always solved. No black limos, just a Mystery Machine Van. Great smile and awesome laugh. First Canine President.

Scooby Doo is a good choice, but I contend that Donald Duck would even be better. Also good about speaking his mind. While also unintelligible, it is always understood. He's often tempted to do what he WANTS to do, but always winds up doing what he SHOULD do. And there's a little Donald in all of us.
Vice President: Huey
Secretary of Defense: Louie
Secretary of State: Dewey
My other choice for cartoon character for president is The Brain, from Pinky and the Brain. You know, he even ran for president once in an attempt to take over the world.

If that were the case, Cartoon I would go with Reed Richards (yes they had a cartoon, it's fair) or Xavier. Anime, Shikamaru would be a good choice. Reasons for all three: All really smart, able to do things, and know when to use force.

Daffy Duck...cause' I like his style, his integrity, his wisdom, he doesn't suffer fools and he comes out on top when compared to the current group of potential nominees.
Porky Pig would make a great running mate, appealing to the South and Mid-West voter.
Elmer Fudd would appeal to the NRA and I'd suggest him as Defense Secretary.
