The private owner of neighboring upstairs apartment/condo isn't able to be contacted. The empty unit's air conditioner has been running for almost a month non-stop and the hose running from the unit has a 1/4 inch cover of ice around it. What threat level or potential dangers are there here?

I dunno if there's any real danger. Possibly, but the unit is freezing up due to a condition that refrigeration-type units get into. If it keeps running, it will overheat and probably burn up the motor. If that happens the motor will stop most likely, or the breaker will trip.

There's always that chance that the wiring could overheat and cause other troubles, so if you could reach someone about this that would be good, but I wouldn't worry TOO much about it.

If they have an outside power box, shut it off.

Is the person away or dead in the apartment.

It sounds like the unit is out of freon.

I think I would call the manager to get in with the police to make sure the person is OK>

His compressor could end up being trashed. You could open the disconnect on the condenser.
