They are actually illegal in most states to fire off. Though you would not have been able to tell in the neighborhood in OH I was in last night. Though most of these laws are scarcely enforced unless someone complains or an accident happens.

The simple answer is that Oregon is a forested state. Forest Product industries have traditionally been very big there, though less so now. This tradition has led to very stringent fireworks laws for the sake of fire protection.
The more complicated answer has to do with why you can't pump your own gas there and why they do not have sales tax. The motto of the state used to be: "Oregon: Things Look Different Here"
No joke.

Yeah, fireworks are illegal in my state unless you are a professional pyrotechnician and you have to state's approval and you can only set them off for places like the outdoor concert places and the baseball fields. Since this is the case, we either go to the baseball game on the 4th, or we park across the street from either staduim and wait til the fireworks show. =) OR, the people out in the contry-side decide they wanan be bad and shoot off fireworks. Theirs are the funnest to watch by far. =D

When they are not handled properly, they can cause injuries and fires. Therefore, as in NYS, they are only allowed to be used by licensed professionals.

Because in places where it's legal, people blow their own hands off or start fires with them.
