Brown. This website has pics of him with brown hair before he was in Def Leppard.

I did notice hair colour is a matter of opinion, I mean, what I consider light blonde is considered dark by some people, what I consider dark blonde is brown for someone...who knows.
Rick Savage's natural hair looks dark red to me, a sort of auburn...but it's me...
