Borat is a middle class English comedian from Essex. called Sacha Baron Cohen He was just playing the part of a Kazakh reporter for comedic value.
He may have been asking silly, embarrassing questions but the responses he got to them was real enough - so, in addition to being comedy, it could also be said to be social documentary.
Another character he played was Ali G - a brilliant take off of a hip and with-it junglist DJ (see the movie 'Ali G Indahouse').

Supporting actors were genuine and were not really sure what was going on. Personally I think the whole Borat concept is ridiculous and offensive
