Stop free imigration. Other countries e.g. India would not let anyone in without a hard sought after visa with heavy penalties if not complied with. They know who as in the country when. Here - the government don't have a clue and admit it. Talk about a downward spiral.....

Declare martial law. Institute conscription into a parallel military institution whose stated objective would be security /law enforcement, and a spirit of nationalism should be encouraged. Having conquered many popular holiday destinations, a rest could be taken before planning to retake the rest of the world. In short, the aggressive expansion of empire would increase homeland security since draconian consequences could be put in place for the slightest resistance.

Distance myself from American foreign policy immediately. Withdraw all troops from Iraq as soon as possible. Press to have all troops stationed in Afghanistan under the command of the UN or NATO rather than the UK. Stop supporting Israel unilaterally. Increase aid to any country that holds fair democratic elections. Press VERY hard to have a UN/NATO force sent to the Sudan. All of that should stop making us quite so many enemies.

Then to deal with the ones we already have - introduce a border police service like the US has. All new immigrants will be subject to 'check ups' to monitor their behaviour, for a period of a few years. Any cleric (of any religion) that preaches hatred and violence will be dealt with to the full extent of the law.

I would start by encouraging real free speech. I would by law allowing and even expecting people to say exactly what they think without fear of prosecution under one or the other discrimination law. True openness would lead to people knowing exactly where they stand with one another and not how the are told to be. One of the greatest problems with this country, and you see it each and every day in Yahoo Answers, is that people are not allowed to let off steam. If you supress something, it goes underground. Here the truth of feelings is the victim and honesty has become as a guilty secret. People are branded racists and bigots when all they may mean is something to the effect of 'I have had bad experiences with French / Jews/ Arabs/ English/ homosexuals/ women's movements/ buddhists/ blacks' (delete as appropriate)

Let's get things in the open and let's let the truth win instead of having enforced secrecy rotting and festering in the dark.
