Countries have capitals. The moon is not populated and nobody lives there, so having a capital wouldn't serve much purpose. There aren't any buildings. Such as capital cities would have, e.g. for a Parliament or an administrative hub to be based,

If in the future we establish a colony on the Moon, with Buckminster Fuller domes which can generate and hold enough air for people living there permanently to breathe, and there is more than one such location where such domes have sprouted up then the issue of which location would make sense as a capital might arise.

About $10,000,000,000 and counting . . . .all spent on Earth. The Moon has no capitol. This is a guess at the capital spent on Moon study and exploration.
