1.Shut off the wind.
2.Opt for Plastic surgery and get Happy New Ears !
3.Listen the wind form one ear and leave from another.
4.Put two controlled fans behind the ears which would neutralise the Natural wind.
5.Make a cst of Plaster of Paris and wear it under windy conditions.
6. Often schedule your journies
afterconsulting Weather Report.
7.Try listening your spouse whispering with some one.They will be stiffened.
8. Try Applying Vigra Podwer so that those won't waggel.!!

Google "ear exercise" and find the best exercises to strengthen ears. It can also work on other "waggle"areas of the body. Good luck with that!!!

You don't say how serious your ear problem is but I suggest scaffolding or blue tac depending on the 'size' of the problem.
Or just embrace it and enjoy the feeling of the wind waggling your ears gently in its breezes.

Using strong laundry pegs and an equally strong outdoor washing line,preferably on a windy day.... hang yourself by your lovely ears for 10 mins. periods for over one month ,on a daily basis . This , of course will depend where you live in Britain...... try N.E. Scotland or west coast of Ireland for best results.

Try to lift some little weights on hooks with them.
Not only will it make them stronger, but it will bring to you more control over the flapping habits of your ears.

Wrap them in duct tape: that'll stiffen them up.
Of course, you could always use this to your advantage: Put on some roller skates and turn your ears into sails: can you say "free transportation"?
