If he was driving that fast and intoxicated (doesn't matter if it is drugs or alcohol) he is guilty of DUI. If it is you or me, we are in jail for at least the night. If it is our first offense we will be given a very stiff fine and may have our licenses suspended for a period of time. Should a person be given special treatment because of who his father is, no. If in addition he was found with drugs in his car he should receive whatever punishment is normally given. No worse , no better.
If his parents are the right kind of parents (this is where my doubt comes in) they will make sure he is treated exactly the same as any other 20 year old in the same kind of trouble.

He should be forced to watch his daddy's global warming movie by having his eyes held open by a speculum and while being under the influence of a nausea-inducing drugs with Beethoven's Ninth Symphony in the background.

This will definitely cure him.

He isn't in any serious touble unless he was high and had lots of drugs on him.
