Now that I live in a house, I don't have problems with my neighbors. When I lived in an apartment, the neighbors below me were always loud. First we tried talking to them and they turned down their music for a couple of days but then it started back up. Then we reported them numerous times to the apartment manager but that didn't help. Finally we got to the point that we would just start jumping on our floor. They got the message then.

There are a lot of Indian families living in our Apt building, who doesn't smile at all so they pretty much look unfriendly, but I don't want to be rude so when I walk by them I give them a friendly smile and say hi and I simply laugh it off.
Our old neighbors moved out and new neighbors moved in right across from us. Eversince they moved in, all we've been getting is loud noise since most Indian families they invite like 50 ppl into their Apt night after night and after midnight with loud stumping noises as they went down the stairs or up and instead of whispering they talk very loudly like it's still 1pm in the afternoon.
So one day, I couldn't stand their noise level anymore that I typed up an anonymous letter saying like, "I went behind their backs basically speaking to the rest of our neighbors to see if they agreed with me and that they did and for them to decrease their noise levels as well as if they are going to invite more than 2 guests that they should inform the front management and made it clear that when they invite 50 ppl that their guests takes up all the parking space, which belongs to the tenants that do live here. It's pretty unfair that their guests get the parking space and the actual individuals that live here don't.
Anyhow, after they received the anonymous typed letter they never once stump on the stairwell though they still invite people over and they talk very loudly even if it's after midnight. But, I'm really happy that they don't stump on the stairs since the noise do travel throughout our buildings and I'm sure if I can hear it my neighbors on the 1st floor can really hear it too.
You can't really do much if you have an unfriendly neighbor unless you move, but if you have a loud and/or loud/obnoxious neighbor then try typing up an anonymous letter and when they are at work or out, tape the letter to their door. Usually, speaking to your Apt management might work, but a lot of times they don't care so you have to step up and do what you have to do to difuse the situation. Good Luck!!

Your neighbor clearly has a social problem and compounds it by being rude to someone, you, who has no responsibility for previous problems between her and a third party. If you choose to give her another chance to act civilly, you can try a gesture of friendliness that cannot be misconstrued as anything other than kindness. Bake or buy a pie, cake, or other goodie and stop over with half of it. Tell her that you have no one to share a perfectly good dessert with and you would like to offer her half of the bounty. If she still rejects you or reacts poorly to your offer, tell her you're sorry to have bothered her and leave. That pretty much means she is hopelessly foolish for looking a gift horse in the mouth and is not likely to change. Then, either find another dwelling or simply ignore her. On the other hand, I have witnessed the birth of more than one friendship based on a good pie or cake! Usually, people like your neighbor have underlying problems which cause inappropriate behavior toward those who don't deserve it. Good luck.
