Because the freezing point for ethanol (the alcohol in liquor) is way lower than what the temperature of freezers are set at. The more hydrogen bonds in a molecule, the lower the freezing point. Ethanol is non polar molecule (low polarity), while water is a very polar molecule, and polar molecules tend to freeze at high temperatures than non polar molecules.

It can, but since alcohol has a lower freezing level, most home freezers can't take the temperature that low

Alcohol has a lower freezing point than water. It can freeze, but it has to be a VERY low temperature.

it can, you put a bottle of liquor in liquid nitrogen for long enough it will freeze. or use some other method of hyper cooling.

The freezing point of alcohol is a lot lower then your garden variety kitchen freezer's setting.
