Nice theory, I think the really clever ones did not get caught but intelligence is often tempered by social circumstances. I think slavery etc is an excuse for failure asnd not the reason.
The real reason is that in spite of some colonial attempts to create a country they failed to transfer tribal loyalties to loyalty to country

it's a minor reason but when Europe colonized Africa they came depend ant on witch country colonized them but then world war 1 started then the countries couldn't conrol them so they were pretty much lost and hasn't regained any strength
