If u mean the animation, then...
It's just a simple Animated GIF picture, u can do it with many available programs, personnally I use Adobe ImageReady (which comes with Photoshop), the Beat hapenning in it can be done with just applying Radial filter on the other frame.
anyway, there're many programs which can do this, check out the following...
