Yes, it is standard in retail and shipping industries that use pallets. It is simply verb created from the noun pallet. It is simple to say, and gets the point across.

I have heard this a few times, and have seen it in office memos much more often. You are right in thinking that it is much more clumsy in speech than just saying to "put the items on a pallet".

This sounds like a typical Americanism, misusing the English language. A pity really since English is a mos colourful and interesting language. It seems a shame to spoil it in this way. The way you would have said it is correct.
