I have a small 1 gallon tank that has a basic air filter, but it's causing the top of the water to be covered with about a half inch of bubbles. What should I do to get rid of the bubbles. The fish food can't get to the fish unless I turn the filter off for a few minutes and let the bubbles go away.

Bubbles on the surface are usually caused by protein in the water.
This is caused by too much food and not enough cleaning of the water.
Do a partial water change, clean out the filter, do not replace all the filter medium, keep part of it to seed the filter with nitrifying bacteria.
Reduce the amount you feed to an amount that will be eaten in about 15 to 20 mins and only feed once a day.
Try not to reduce the amount of air flow though the filter as this reduces the flow rate of the water through the filter.
Protein acts like soap to create a film on the water for the air to be trapped under and you have to maintain the tank to keep it away, regular water partial changes are needed to keep it away.

The bubbles that linger on the surface are due to a bit of protein in the water. Try a water change and if possible reducing the air flow to the filter just a bit.

Your tank shouldn't cover with bubbles if the water quality is good. I would recommend starting 50% water changes weekly to bring the water quality back up. Once it is good the bubbles should dissipate easily.

Some water conditioners cause excessive bubbles to form. If you are using a conditioner try switching to a different brand.

it could be many things
1. your water level is to low (fill up the tank with more water)
2. you have protein in your water (25-50% water change)
3. your water is dirty (25-50% water change)
4. or you have a male betta that builds a bubblenest
5. you over feed your fish ( only as much food as they eat in 3-5 min)

get a pump valve it will turn the bubble down either a bit or alot so it doesn't make to to big of bubbles

a bigger tank with a waterfall filter will solve that problem.
