I use Ulead PhotoImpact, but I imagine any moderate photo editor will do the trick.

- Create the text with whatever font you like.
- Make it an object that can be painted.
- Swipe a bunch of colors across it using a favorite brush.
- Duplicate it a few times (2 or 3) and add an increasing amount of blur to each.
- Create an animated gif that cycles through the pics.

Yes, Photoshop. ImageReady (came with PS installation, except for CS3) would be more flexible to edit the image.

1. You must know how to use layer and mask. The creator of the sample used text as a mask to the colorful image (one layer) and also to make drop shadow (another layer). This will be the first frame of animation.

2. Duplicate the first frame and duplicate necessary layers (mask image and drop shadow). Apply blur filter to these layer; the sample used zoom blur filter. Make sure only these two layers are shown in the second frame. The first frame will shows the original, no filters, layers only.

The more frames you added, the more subtle the animation will be.

You'll need Photoshop and Flash.

Photoshop to make the design.
Flash to animate it.
