One would assume that your neighbor's grill is in his yard which is his property. That being said, would you call the police if someone walked into your house, rummaged through your underwear drawer, took the money ut of your wallet, and helped themselves to anything they wanted just because your house was unattended?
I doubt he would call the police on you for stealing his food, but the situation, if you got caught, would get very bad in a hurry. All of your neighbors would probably know about the incident within the week and you would probably not be welcome at anyone's parties afterwards. What the hell, go for it, you don't really care what the neighbors think about you anyway, now do you?

No, its rude and not the right thing to do - its most likely that if you do take food, a few people might not be able to eat at his party or w/e because of your selfishness.

hell yeah! get you some grub.. seriously tho most people do not know this but it is considered "neighborly" to leave your grill unattended so that your neighbors can help themselves.

only if do something really creative .. like hook a fishing pole up to one of the steaks and wait till you neighbor comes back out and then *YANK* .. away flies his steak

Then while he is chasing after the steak you can run over and grab some beers out of his cooler
