i live in Maryland and i am wondering why??

why are fire works that leave the ground( bottle rockets festival balls roman candle et) are illegal those are like the best ones.
and fireworks the explode to y are they illegal.

They are legal if they're part of a public display for which the State Fire Marshal has granted a permit. It's because they are very dangerous if not used properly with every precaution. Ground based fireworks are legal there without a permit.
