Use an insecticide with cypermethrin in it like Demon. You'll need to use it at twice the recommended rate until they are under control. I would reapply about once a month as long as you suspect your neighbors are not taking care of their place. Boric Acid (roach powder) works too.
Be sure to get it on every baseboard, behind the stove, behind the fridge, under all sinks, around all entry doors (inside and out), under furniture, (they love laundry hampers) and lastly, keep your trash tightly sealed in plastic containers. It doesn't take much food to feed a roach for a month!
Not many pesticides that are safe for indoor use will kill the eggs so this will not be a once-and -done solution. Be vigilant and eventually you'll get them out.

If you are really infested you do need an exterminator.
They are not as expensive as you think. Here in Florida where everyone uses them , you pay an initial fee of around 65 -75 dollars and then you can sign a contract to have them do it every 3 mos for about $45 ( divided up it's $15 month)
You will spend as much on store bought chemicals if not more and they are not as effective.
Here are a few suggestions.
You need to treat your lawn as they live in the ground and they are traveling back and forth from your lovely neighbors house to yours.
If you are in an apartment you need to contact the super or the owner and they will have the place exterminated. If you get no relief from that avenue and they blow you off .. contact the Board of Health and /or the housing authority.
If you haven't tried those house bombs use them !
one to a room
Place roach paste or traps under the following:
Refrigerator
Dishwasher
Stove
Under sinks
Also if really bad .... they like electric so use roach paste behind your electric socket plates.
Also roaches like to breed in corrugated cardboard ...So get rid of it.......
I learned a lot of these tricks from exterminators.
Roaches are in the beetle waterbug family .. so believe it or not they are clean bugs!

There is a product called diatomaceous earth . It's non-toxic and relatively inexpensive. I found it at WalMart. It comes in a powder form and you sprinkle it around the exterior of your home and when the roaches (and all other crawling insects) walk through it, the D.E. kills the bugs. I have 7 cats and a dog and have used it with no problem. Just look for the type without any added baits or other ingredients. We've even put it in out dogs bed to discourage fleas. Its safe for everyone except the bugs. Good luck...I totally understand the trashy neighbor thing.

Roaches are tough creatures. Some people say after a nuclear war, they'll be the only things to survive.
First--get your landlord to hire an exterminator since the invasion is most likely to come from your neighbors. Also, ask him to seal and holes or openings particularly in the kitchen and under the sink. See if the landlord will treat your place also.
Next--cleanliness! Under the stove, take out your drawers, clean your toaster, clean your closets, check stored items, clean under the fridge. Deprive the buggers of their food supply.
Roach eggs don't get killed even if you kill the adults. They look like little brown suitcases. Get an insecticide that kills the eggs too and be relentless!

Boric acid such as Roach Pruf sprinkled.......everywhere, or so it seems. Around the outside of the house where they might be getting in, in all dark areas like under sinks, behind hotwater heater, behind the refrigerator, etc.
another product used in restaurants is Niban Bait: http://www.pestproducts.com/niban.htm
Keep your drains covered, that is the kitchen sink strainer down tight, bathtub and sink closed. Pour Chlorox down every sink and reseal before going to bed at night. Keep all food stuffs in a tightly sealed plastic or glass container. Closed boxes may not be enough.

It amazes me that somebody might pass away a puppy in the back of like that, in spite of the fact that it does happen alot. Are they coming with the aid of every day? Does the canines have shelter, food and clean water for all time? have you ever talked to the acquaintances in case you notice them return to look after the canines? regrettably, if the canines has the basics - food, water and shelter - and does not seem to be skipped over bodily, there is not plenty the ASPCA can (or will) do approximately it. yet i might fairly call if the canines seems to be without water, going hungry, or if no sufficient shelter is supplied. as long as somebody is returning to feed and water, the canines isn't seen abandoned or skipped over. It does not propose they're treating the canines properly, yet as long as its user-friendly desires are supplied for, their loss of look after their puppy isn't criminal. It does not make it suitable, nonetheless.

I had the SAME prob, we did try everything nothing worked so we called Orkin and after maybe 4 treatments our prob was gone forever. Orkin tried to make us do a 1yr deal but after only a few treatments we were good.

use boric acid around the house by baseboards and make sure you dont have kids or animals around ..... i had a cat got ahold of some and almost killed him so be very carefull when using this and roach spray spray everyday too ,this is how i got rid of mine when i use to live in apartments ......... good luck!!!!!!!!

keep using whatever spray/powder you're using and keep ALL foods sealed up tight. clean, clean, clean. even the tiniest crumb will keep them around. that's what they feed on.
