It's because they don't have Kleenex in the car, are not wearing a long sleeved shirt, or just checking to see if they still have brains up there. Duh, no brains.

For noses that need to be picked, or groins that need to be scratched, it is safer to do it when vehicle is stopped at traffic light, than when the traffic is moving. While it may be rude & crude to pick nose in public, is it illegal?

Men do it because they don't have hair to fix and makeup to re-apply, as for women, I'm guessing they're on their way to work at SuperDrug or something, where all they do is wear make-up, and you're not even sure if they have a face.
