The person must be elected to the assembly or the council.
He/she must be voted by the elected members of his/her party and/ or other parties to become the leader of the house.
He/she then become the chief-minister designate. The Governor invites him/her after the information of election is reached. The Governor administers the oath of chief minister ship. The chief minister then appoints the council of ministers.

1. He / she should be elcted as Leader of the Party.
2. Even if he/she is not an MLA, he/she should get duly elected within six months.
3. He/she should submit the list of ministers in his/her cabinet.
4. He/she should preside over the cabinet meetings.
5. In theAssembly, he has the right to intervene in debates.
6. Constitutionally he/she is responsible for negligence and miscarriage of power.
7.Other qualifications:-
i) he must be quite experienced, well informed and goood at rebuttals.
ii) he must command respect even of the opposition.
iii) he must have a gift of the gab.
iv) he must have a clear vision of the goal post of his mission.
v) he must have a sense of history.

Whatever said above are true but most important ,these days, if you have all these but no Gundagardi, no backup of criminals, you won't be capable to get elected.
This is one of the MOST IMP. criteria these days.
Now a days.. a person get elected as MLA or MP.. then his asset becomes in six figure or more, how?
