The correct anwer is "no one" because Grant's Tomb is a mausoleum and, thus, bodies are entombed not buried beneath the earth.

Of course, the keeper's of the tomb -- The National Park Service -- note that the mausoleum does contain the bodies of President and Mrs. Grant.

Overlooking the Hudson River from the Morningside Heights section of Manhattan, Grant's tomb is North America's largest mausoleum -- 150 feet high. Designed by architect John Duncan, the granite and marble structure was completed in 1897. Duncan took as his general model the original mausoleum, the tomb of Mausolus at Halicarnassus, one of the seven wonders of the world.

Sorry, but I could find no reference to his horse's remains being entombed there.

In June 1885, Grant and his family moved to Mount McGregor, New York. In July 1885, Grant died and was buried temporarily in Riverside Park, New York City. While an elaborate tomb was being built as a permanent repository for Grant's remains, the casket was taken on tours for the public to view, including one to Washington, D.C. The casket was then to be shipped from Washington through Baltimore to New York in 1896 to await burial in the new tomb which was completed and dedicated in 1897. There is no record of any of his horses buried with him in the tomb.

Unless the horse is hidden somewhere, the answer is no. As I recall, there are two large stone vaults. One has Gen. Grant in it and the other his wife. Or at least that's what it says.
