I can't answer this, there are way too many to name. But I definitely think there are way worse rappers than Cam'ron and Tony Yayo. Take your pick of about 90% of the crunk/southern rappers. Their wack beats don't help them either.

Tony Yayo is not good! I do not like him and I don't listen to his music!
Cam'ron isn't good either! I only like his touch it or not song when Lil Wayne is on it and even through that I just skip over cam'ron's parts and go to Lil Wayne's.
Lil boosie is not that good either. i would never buy his CD.
I wouldn't buy Young Joc's either. I mean he has some good songs but not all of them are that good.
young Jeezy isn't that good either. he has a few good songs but I would never buy his album either!
mims isn't that good either. i wouldn't buy his album.
Lil Scrappy isn't that good either I wouldn't buy his album. I only like maybe one of his songs.
i don't think mike jones is that good either. i only like one of his songs that he came out with and thats flossin.
Snoop dogg is pretty good. I like a lot of songs from him.
i think eminem is good. i like his music he tells a story and raps about whats real. paul wall is okay he is not my favorite and i wouldn't buy his album either!
I think the rappers that are actually good are Lil Wayne, t.i., ludacris, and sometimes 50 cent.
All the newest artist like Huey haven't really came out with enough music though for me to be able to tell if they are good.
But some of the new rappers are just one hit people and thats it because they aren't truly that good.

Good question, since I don't like commenting negatively on people's expression form (although I agree with both of your people that you single out), I'm gonna go after a class of rappers:
Basketball player rappers.
Shaq Fu was alright (I can't believe I'm saying that)
But Kobe was trash
Iverson was horrible
Artest would probably beat me up for saying his album was horrendous
And then it has just gotten worse with Tony Parker doing rap.
Basketball players should be trying to beat Wilt's record in bed rather than wasting time on wax. Just my opinion.
