I'm not 100% sure I know what you are asking.
If you are asking which has the greatest capacity in L, 9.511 or 6.5. then 9.511 is more. Even if this is gallons or mL or what ever, 9.511 will be more.

If you want this changed from gallons to litres:
9.511 gallons is 36.003 051 478 liter
6.5 gallons is 24.605 176 596 liter

If this is to go from litres to gallons then:
9.511 L is 2.512 540 39 gallon [US, liquid]
6.5 L is 1.717 118 34 gallon [US, liquid]
