Since Delta has been bought out by Dewalt, I am relative sure that they have gone to the orient for their equipment.
If you are looking for quality, I would look for Bosch (1st), Makita (2nd), and Hitachi (3rd). DeWalt tools are not what they are set up to be. Dewalt and Black and Decker are owned by the same company. There are many other brands, and I am sure that most will work for you unless you are using them professionally.

Some manufacturers have their tools sold in Home Centers made overseas and the ones sold in Tool stores made here. The prices will be different. Just like Sears has tools made by large companies but the insides are lower quality (plastic).

There is very little if anything made completely in America. Yes they claim to be made in America, but they are only assembled in America. If you read the small print, you will usually see, Made in America of foreign and domestic parts.
Power tools are the same deal.
