my best friend katie simpson moved to germany 37 years ago with parents and sisters need to find her have been on friends revistited and others to no avail please help

Perhaps Katie is now married (do you know)..if that be the case then your best avenue is to look for her parents...not sure what is online as far as a Germany (411) for phone numbers etc.
Do you know any of the relatives that they might have left here...what her parents did for a living.
You could always post a small ad in several German newspapers. with
"Looking for Katie __ moved from____, USA 37 years ago, contact___ and then give a hotmail or yahoo account to reach you by.
Good luck I admire someone who wants to get back in touch with old friends.

Ok, couple of options, Phone some detective agents, These will cost thousands to hire and look foor your friend but if you really want to look for him then do it, second option is type in google " friends reunited " then sign up, he mite have registered on that site.
