Don't use has been with any time word that shows that the action is finished (before, yesterday, last year, etc.)
If you say
'He has been in jail for a year'
either he's still in jail, or he just got out
Simply say "He was in jail for a year."
That tells us it was "before" and finished.

Change "has" to "had'. He had been in jail for a year before. Or: He had been incarcerated for the past year.
