The return of the Ice Warriors, Sea Devils, Silurians or Sontarans would be fairly iconic.
But as the new series brought back the Macra it would be an interesting twist to bring back the Zarbi or the Zygons or even (personal fav) The Celestial Toymaker!!!
Finally bringing back the turned to stone Azal in a sequel to the Dæmons would be a firm fan favorite.
Or maybe season 4 will pave it's own way and not go back to the past for any of it's storylines

I think its got to be either the Ice Warriors or Yeti. Although the Ice warriors are probably the most iconic of those two, I would love to see the Yeti return. The story of the Great Intelligence and his Yeti robots is one of the great unresolved threads in Doctor Who.
I think RTD and his team could do a sequel to "The Web of Fear" absolutely brilliantly, with a story about the Great intelligence setting yet another trap for the Doctor in the London Underground, or maybe on a different planet with a similar network of tunnels, complete with the Yeti and the smothering fungus. "The Web of Fear" was the most terrifying Doctor Who story ever, by quite some way, so in order for a sequel to live up to it, it would almost certainly have to be written by Steven Moffat, I reckon.
I would also love to see the return of the Time Lords. I think this "Last of the Time Lords" scenario is beginning to wear a bit thin and actually limits the story lines in the series to some extent. From the reaction to the press release about the series 3 finale, I would say that most fans would be very excited to see that happen.

Hey - who said The Master is dead?
Are you sooo sure - he can take the form of other people you know (remember the film with Paul McGann as the Doc? and the many episodes where this happened...).
I would like to see more of the Doctor meeting previous incarnations - now that the writing and graphics have improved markedly, I'd like to see more of Sylvester McCoy or even good old Tom Baker ("Hello... I am the Doctor!!!).
Bumping into himself has, of course, happened before (at least 3-4 times to my knowledge). I know the Doc isn't supposed to cross his own timelines but... it could happen accidentally (again) say in some sort of gravimetric explosion of multiple suns...or something.
If there was a scene where Bonnie Langford was being tortured ("I'll squeem and squeem and squeem") - that would also satisfy me greatly.
ANYWAY - YOU CAN NEVER HAVE ENOUGH DALEKS!!!

Yeah. Bring back the Time Lord's but give them back thier power and dignaty.
As for enemies...hmmmm...I think the Wirrin could be used to great effect with modern CGI.

bring back the sea devils.... some more of those really unfriendly angry little chinese people from the Talons of Weng-Chiang, K.9 and lets see the doctor get a really long scarf and/ or a cricket jumper again........ shallow i know... but hey... there ya go... lol
