do life boats/ emergency rafts need to be stored on 30 to 60 metre yachts? if they do, do they have to be located anywhere in particular?

whats known as your National Authority.....that is the part of the government in the country the ship / yacht is registered that takes care of vessel registration and inspection..will have the answer. The National Authority in the US is the Coast Guard, in Britain its the MCA....
Almost certainly the regulation will be based on SOLAS, (IMO's Safety of Life At Sea) Life Saving Appliance Code.
To make a long story short: one life raft ON EACH SIDE of the ship, big enough to take everyone off; fitted with a SOLAS "A" equipment pack, and attached to the boat in such a way it will float free and inflate if the ship sinks.
On 90% of yachts, this means on the upper deck, out of site but ready to go in an emergency.
You also have to have it inspected every year by a licensed , manufacturer authorized, trained repacking and inspection service.

First off --- celada -- if 30m is not a yacht ?? what is ?? Seems to me that a boat that is 98.425 feet in length is most likely a yacht. Unless it is a work boat, commercial fishing vessel or some other non-pleasure craft or a derelict, wreck or a barge ....
On to life boats and rafts. If the yacht is for hire or has paid crew or captain then it falls into a different category of inspected vessel and there are more stringent requirements for lifesaving gear and life rafts or boats are required. If the vessel is strictly private the rules are less stringent but you are still required to have various forms of lifesaving equipment from flares to smoke and other signaling devices as well as PFDs for all on board. Check Coast Guard regulations, they are more strict for boats 12M and larger.

It all depends on how the 'yacht' is used (a 30 meter vessel is NOT a yacht... it is a boat)
Most boats will have some kind of life raft but they aren't required for a personal pleasure craft until you get into the 'yacht' range. Some states require a life vest on children below a certain age, regardless of what kind of boat they are on.
The regulations vary with so many situations that you really need to have a coast guard inspection to tell you EXACTLY what is required on your boat to make it legal.
