Rose broke a rule.
Bonds didn't. No rule, no rulebreaking. (If there's been a positive test since 2003, that'd be different.)
Bonds has been the better ballplayer anyway.

This is a moot question since Pete is banned, and Barry isn't.
The Hall of Fame is not going to lift the ban, ever.
They are the only ones with the authority to rule on the matter.
If i had a vote though, it'd go to Bonds.
Pete Rose bet on the outcomes of games throughout his playing and managing careers. The Hall of Fame cares very deeply about the integrity of the game so gambling on MLB games while being active in the Majors is the ONE THING they will not tolerate.

I would say Pete Rose as a player, do not mention any of his coaching acomplishments in his HOF exhibit. Pete Rose's stats as a player clearly justify his entry into the hall. It was only after his playing career ended did his actions result in him being banned.
I can care less for either guy but I think that Bond's unethical activites had a bigger affect on the game than those of Rose.

Rose.
Ok let's look at it. He bet on baseball...even worse, he bet on his own team, the Reds when was a manager for them. Betting on a team did not make him a better hitter, nor stronger. By betting on baseball, he did not shatter any records. He did breat Ty Cobb's record for all time hits. Betting did not give him the "edge: to hit better. Bonds is a great hitter....period. And steroids will not make you a better hitter....yoo still need the eye & bat speed. BUT it will make a 350ft shot become a 420ft shot & get it out of the park. Bud $elig says that he will probably not be at the game when he ties / breaks the record. But I'll tell ya this...in 5 years...he'll be in the HOF & it's not right. Look at some of the guys in the hall. They did 3x's worse what Rose did. Bonds plays the race card. No one more than Aaron had race as a factor.

Bonds because he has yet to be "convicted" of a crime, nor has it been proved that he has knowingly taken steroids. On the other hand, Pete Rose is and has been a liar, a gambler on baseball games when he was a manager, and has admitted it only after he was exposed beyond a question. Further, Rose has been banned from baseball. Bonds has not yet.

Pete will never make it in because he is banned. They _could_ lift the ban but there is no reason to do it. BB will probably not make it either. In the 5 years between his retirement and his first year on the ballot several things could happen. Greg "BALCO" Anderson may get tired of rotting in prison and decide to testify. If we can develop tests to detect the BALCO products BB may have used and assuming we have preserved a sample, we could have real proof of his steroid use. The HoF voters may simply decide to err on the side of caution until we DO get some answers before taking his induction seriously. They appear to be doing this with Mark McGwire and may do the same for BB.

Bonds.
Pete Rose cheated, he broke the rules. He was caught, and he finally admitted that he did.
In my opinion, Bonds was on his way to being a hall of famer before he ever began getting bigger and turned into a power hitter. But Bonds has never once been suspended from the game of baseball for taking steroids, he's never failed a drug test. It's all speculation, and media opinion. Innocent until proven guilty in this country, and as far as baseball is concerned, his stats are legit. and while Pete Rose's stats are also legit... he was also banned for a reason.
