Im not sure where you are getting the x amount of things in all your questions...there are hundreds if not thousands of dos commands. Typically the dos is referred to the command window (start, run and type in cmd) and that is going to be used more by those who know what they need to do in there. ISPs will use that to troubleshoot to see if the pc is actually connected by a ping command or clean up the pc network with netsh commands. There are just way too many to list.

DOS is the previous operating system used to be at the PC, it stands for Disk Operating System
It is not graphical as the windows, but it uses black screen with white letters for typing.
Every command must be written on the Command Prompt, usually
c:\>
The commands have a special Syntax that must be memorized, and then press ENTER.
so to display the names and sizes of the files at the current folder (directory) we use
DIR then press ENTER
or
FORMAT A: press enter (careful this will format and Erase all the disk A:)
or
CHKDSK C: /F
This will check the drive C: and fix the problems
Now these are used by low level administrator to check cpecial features and information, specially when windows cannot startup normally.
To run DOS commands, START > RUN > CMD then enter
The DOS window and prompt appears, type DIR then hit Enter
a list of all the files on the current folder will be displayed
to return to windows type EXIT then Enter

Ok... DOS is disk operating system.
You can play with the DOS commands in Windows XP by running the command shell command by Clicking on Start then on Run then in the Open type in cmd and enter.
You will get a DOS command prompt.
C:\Documents and Settings\usersname>
If you like to see the directory listing type: dir
If you like to clear the screen type: cls

Yes, DOS is the original Microsoft Disk OperatingSystem and there are elements of it remaining in the most recent Windows systems although in theory it hasn't been integral for several issues. You should be able to find a system window (or something close to that) under the Accessories menu. There may be another place around for it as well. It's still common to see software that prefers to do installations in quasi DOS. I actually find it hard to believe that anyone is actually working in DOS at this point. It is entirely menu driven and has no GUI at all --other than the icon you use to get into it.
