it's easy actually, you just need to find a section that you know most and you can share to a lot of people. Gather answers, best answers and be active in that section. You need to be active in that section, and voila, you're top contributor!
you need to be active to have that orange banner in you.

Here is what they have to say about becoming a Top Contributor:
Top Contributor is a member of the Answers community who has shown that they are knowledgeable in a particular category. Each Answers user can be a top contributor in up to three categories.
The top contributor badge is dynamic, you earn it or lose it depending on your recent participation in a particular category. The more actively you contribute, the more likely you will earn a badge
I guess the operative word here is "dynamic". It means everyone with TC badge, even me - can lose it if I do not maintain answering.
So I now have a choice. Go on my three weeks holidays later this year (which means I will not be on Y!A and thus lose the TC), OR stay home and be on Y!A 24/7 for three weeks.
Hard choice - but I think I am willing to take the holiday and try at T/C again.
