It's very difficult to put a number on that. There are many variables : availability of the Space Shuttle, availability of Russian Progress capsules, availability of freight capsules, repairs on the IIS, budgets, space tourists, ...

it depends on many factors, such as when the space shuttle launches, (or the Soyouz (russian) space craft) if there are any space tourists etcetera. there can be anywhere from 3 (when a shuttle or soyouz is not docked to the space station) to 13 (shuttle/soyouz astronauts, the astronauts already on the station, plus a space tourist). i think the record for the number of people in space at one time is 13 people, 7 shuttle astronauts, 3 that are already on the space station, two replacements, and a space tourist.
