it is a good question. It has to do with the exhaust pipe that goes up to your roof.

When the wind is blowing very hard it is creating a negative pressure zone inside the pipe (think of it like sucking the air out of a straw. when you suck on a straw you pull the liquid up the straw) the wind is doing the same thing. The wind is blowing across the top of the pipe, and it creates a type of suction. This suction pulls some extra water into the exhaust pipe and thus lowers the water level on your toilet.

In fact, there is instrument called Dines pressure tube anemograph which measures the speed of the wind.Here, according to wind speed, varying degree of suctions are created in a vertical tube filled with water which is used by some means to move a pen up from zero level on a chart to give the wind speed.The more the wind speed, the more empty space is created resulting more suction of water in the vertical tube thereby raising the water level which is used for measuring the wind speed..This is what is happening in the toilet also.

Because water level in the toilet is too warm water. That fact in the bathroom has colder air and unstable atmosphere and warmer water in the toilet start warm upward to meet colder air then you will see to surprise appearing Cumulus clouds form in your bathroom!!! Cumulus clouds develops to begin thunderstorms in your bathroom! become tropical storms then hurricane in your bathroom Windy!!!!!!! Very careful your house will blow up by hurricane bathroom. Immediately call 911!
