Go to any large newstand in Los Angeles, buy a copy of The Ross Reports. Call all of the listed talent agencies and ask if they have a children's department.

Go to Samuel French Bookstore on Sunset in Hollywood. There they have a monthly publication called "The Agencies". It lists what agents are currently looking for and gives a brief description of the agency and the types they represent.
