Skin tone is a key consideration. You want makeup colors that match your skin tone. Here's how to determine yours:
Warm skin tone:
1. Look at inner wrist - veins will appear green.
2. Gold jewelry is more flattering than silver jewelry.
Cool skin tone:
1. Look at inner wrist - veins will appear blue.
2. Silver jewelry is more flattering.
If you have a warm skin tone, then you will want colors that have a bit of yellow or brown in them - e.g. dark navy or brick red
If you have a cool skin tone, then you want colors that are more jewel like - e.g. true sapphire or cobal blue.
In theory you can wear almost any color as long as its tone complements yours.
Guessing from the photo - you have a warm skin tone. I'd recommend a dark navy eyeliner tight against the upper lash line w/ black mascara. Blue makes brown pop.
A soft, shimmery warm champagne w/ black eyeliner would be elegant for an evening look.

You should try a light purple/ lavender color that would contrast with your eyes. You will want to stay away from browns and dark purples or greens. A reallllly light green or blue might also look good, but be sure its not to dark.

Are you trying to coordinate it with an outfit or just for for everyday wear. You usually try and match makeup with what you are wearing so it can vary day to day. It also depends on what look you are aiming for sutble / enhancing or bold / out there and bright.
With your colouring pinks / purples / bronzes and some greens work well for a more subtle look and blues and other brighter colours stand out more. It just depends on what you are aiming for.

Pretty :-)
It depends on the effect you want. Take ur pick from the colors listed below:
I would suggest a green or blue; they contrast with the brown & make it pop
or Pink, it compliments the shade of brown that is your eye
or mauve, it picks up on the warmth of your eye
Hope i helped :-)
