Why do people bribe them if they really dont have individual power?

There is a lot of favors between congressmen. The old you scratch my back and I'll scratch yours is what keeps the going. While a congressman may only represent 1 vote in congress, they may have supported enough enough of their peers on other matters to rally the support they need to accomplish a task.

Congressmen are basically peoples representer in federation. They get funds for the improvement in the area. They can get a tender or proposal for you because of their contacts in government offices and government re presenters
