4:00 PM on the West Coast during Daylight Savings Time

The Nautical clock is 24 hours. The first 12 hours of the day are the standard hours on a clock. After 12:00pm the next 12 hours are added to 12 rather than repeating...so 13:00 is 1pm, 14:00 is 2pm, 15:00 is 3pm, 16:00 is 4pm and so on. And in between the numbers are the same 15:53 is 7:53pm. After 23:59 (11:59 pm) the clock turns to 1:00AM and the count continues at the beginning again.

PDT is Pacific Daylight time.

Subtract 12 from 16 to get 4 p.m, Pacific Daylight Time

1600 hours is 4:00 pm. when you get beyond 12 noon, and you want to figure out how to get to miltary time, just add 12.
