Cannot use the web? Or cannot use your PC?

If you don't want anyone to use your PC, simple thing.. Go to BIOS, set security password there.

To prevent someone not to browse the web will be a little difficult. First, open control panel, then enable guest account, then create a password for your account. Next, you must disable "simple file sharing" from Folder Options.
Now, go to your Program files folder, find iexplore.exe. Right click on it, and choose security. Add new user, put guest there, then click OK. Now, click Deny on Full Control priviledge. That will prevent the guest to launch internet explorer. Do the same for firefox, Opera, Avant, etc. Give the guest deny access to everything.

Now, when those guests login to your computer, they cannot execute those application marked as "denied".

Set a password to you computer through the accounts in the control panel. Once you have a password, when you want to lock your computer all you have to do is hit Windows+L and the password screen should come up. You could also make a guest account and make is so that the guest account has only certain privilege, and the internet is a privilege.

You will need to access the BIOS setup menu, this is done when you first boot the machine after turning it on, you may need to hit the DELETE key, F1, F2 or some other key (usually it will tell you which key you need to press to "Enter Setup") which you need to do as soon as your machine boots. Once you get into BIOS setup, there is a way to enable a master password and the method is different for every bios but there is usually an on-screen menu telling you how.

Be extremely careful, if you forget the password it will be very difficult to ever get back in your computer, it usually requires cracking the case then unsoldering the battery or tripping jumpers to do so.

You can set passwords at two levels.

The first is BIOS. Get there usually by pushing F2 during startup.

The other is assigning a password through an administrator account on XP.

You could use them both if you wanted.

For you, probably all you need is the second.

In Control Panel > User Accounts set a strong password for your account.

Then, enable a limited Guest account, with no password.

Always log out when you are away from your PC and they will have to use the Guest account to log in and WON'T be able to mess with your PC period.

When you right click on your home screen, click, Properties> screensaver, and check the box that says, "on resume display welcome page" that way whenever your computer shows the screensaver you have to type in your password to log back in. And no, it shouldn't close what programs you had open.

i have not tried nsw's suggestions before, but by going to start, control panel, user accounts, and modifying your account password from selections, you should be able to stop people right at the welcome screen.
