You first have to install the fax function in XP Home. By default it is not installed. You will need to have the Windows XP CD handy to do this.
Go to Start>Settings>Control Panel>Add or Remove Programs>Add/Remove Windows Components>Check the check box for fax services and hit next.
Now you can go to Start>Program Files>Accessories>Communications>Fax>Fax Console. The fax wizard will appear asking for the installed modem, then it will ask you for your information (name, address, phone #, fax #, etc.) Once this is done the fax console window should appear.
If you want to receive a fax go to File>Receive a Fax Now. This is when your modem gets prepared to answer the next call. If you are not here, then your computer will not answer the phone call.
If you want to send a fax go to File>Send a Fax.

If you haven't changed anything, just click on each item:

Start menu
All programs
Accessories
Communications
Fax
Fax Console

If you have fax set up as a destination printer, you can print to fax and it will allow you to send. Otherwise use the file menu in fax console to either send or receive a fax.
