Maybe no one mentioned the 2007 Baltimore draft choice WR/KR Yamon Figurs of Kansas State because they never heard of him, but he runs one of the fastest 40s at any combine. He will probably replace B.J. Sams for the Ravens returning punts and kicks.
The little man is blurry fast, and is my pick for the next "Dante Hall" or "Devin Hester" impact player on returns for 2007.

Far as already in the league coming into next year? Or coming in from the draft? From the draft, a kid named Yamon Figurs was the fastest player this year hands down. He consistently ran a 4.32 before posting a combine high or low however you see it, of 4.3. Look it up.
Now, if you're talking already in the league, then Deangelo Hall and most certainly Devin Hester come to mind. Can't judge Hall until he gets a pick and a good return, which is rare that he gets to go long a lot. But Hester returns kicks, and gets to start from point blank, and you can really see his speed more. He is probaly the fastest player at hitting his top speed from point blank.

None of those Guys were in the draft in 2007 the fastest players were
Jared Zabransky.. Running a 4.58 -40ydd from Boise State(QB)
3 RB's ran a 4.40 flat-40ydd Aderian Peterson (sooners suck) Antonio Pittman (i hate the bucks) Chris Henery (Arizona)
Fastest FB was from Houston Jackie Battle (4.42)
A whole Mess of WR that ran below 4.4 sec the fastest being Jason Hill Washington State who ran a 4.32 40 yyd
The only other person that ran that fast was Chris Houston CB from Arkansas running 4.32 40 ydd as well so to answer you question the was not only one fastest player but 2 in

The week before the 2006 Pro Bowl they have the fastest man in the NFL race D. Hall CB from the falcons won it by three strides nobody was even close so until somebody takes that away you have to go with him.

bush and vick? Ide guess Rossum is pretty close to the fastest. Umm Fernando Bryant is pretty damn fast. Ide like to see those two race against Chad Johnson. That would be a good race.
