If you removed the offending ad immediately after they notified you, it seems strange that they would take that action. Are you sure that there were no other violations?
You can only do what you have already done, explain the circumstances and hope that they will re-instate your account.

Are you sure having the two ads on top of the other is the reason why Adsense sent you a violation letter? You can have 3 Adsense ads on a page, and many folks stack the ads on top of the other.

First off, go to the Adsense Appeal section and fill it up with all the information you can possibly give them

Let them know that you have remedied the problem. Review your site as well, and see whether the sparse content has anything to do with them kicking you out. Most of your pages are simply navigation links with nothing on it, except maybe the ads.

Yet another person trying to get people to click onto their google ads.

I've seen it plenty of times. "Please help me, google cut me off, what do I do? Check out my website, click onto the ad and see for yourself".

Violating Google's terms will get you kicked out of the program.

I use google adwords for my websites, and don't think too kindly to people doing this kind of thing.

Actually, I will contact them myself and report your website and refer this question to their attention.
