He tries to swim down to the bottom of the tank and then he floats to the top like his belly is filled with air and his belly is whats pulling him up. Hes a black moor. He's not dead because he keeps trying to swim to the bottom. Did I over feed him?

Old poor quality food and or high nitrate (over 20ppm). Change water change food.
Flake food goes bad in a week
Pellets go bad in a month
Frozen food goes bad in 3 months.
Goldfish eat all the time. Mine are fed 2 times a day in addition to eating the green algae all day. I have 2 ryukin, an oranda and a ranchu, and not one of them ever floats. I promise its most likely the food. Don't medicate for swim bladder disorder. It not needed. Trust me.

Seems like your fish have some sort of swim bladder problem. rty feeding him some peas, it might help.

this problem is common for gold fishs(the air pocket be unbalanced)
sorry there are any treatment for it ! and he will stay with this condition for ever....
you can sell it and buy another

probably overfed him/her. you should only put a pinch of fishy food.
